Choose your instruments from the Panel Setting drop-down menu, then start the simulator using the rotating-globe start button — keyboard control only works once the simulator is running and has focus. Click any blank part of the panel to give it focus if your keystrokes stop registering.
In Heading Up the NAVAID stays centred, so the aircraft appears to rotate around it — but its position relative to the facility is always preserved, exactly as in North Up.
